Washington CNN —Speaker Mike Johnson announced Wednesday he is sticking with his plan to put a series of foreign aid bills on the floor, including funding for Ukraine, after facing significant pressure from hardliners. The loan structure around aid comes after a meeting and news conference with Johnson and former President Donald Trump, who said in February that the US should stop providing foreign aid unless it is structured as a loan. Last week, Tom Suozzi won handily in the special election in New York’s Third Congressional District to fill the seat vacated by the serial fraudster George Santos — reclaiming the seat that Suozzi previously held. This was the latest in a series of Democratic victories in special elections, victories that seem on their face to run counter to polls showing Donald Trump leading Joe Biden in the presidential race. As Nate Cohn, The Times’s lead polling analyst, has been at pains to point out, there isn’t necessarily a contradiction here. Those who vote in special elections aren’t representative of those who will vote in November, and they may be especially motivated by hot-button issues, especially abortion, that have favored Democrats lately. (AP) — New York’s bipartisan redistricting commission approved a new congressional map Thursday that makes modest changes to three competitive districts but does not substantially change the rest of the state's lines. New York's congressional redistricting process has been closely watched this year as suburban races in the state could have outsize influence on which party controls the House after the November elections. The redistricting commission was tasked with coming up with new districts after the state's highest court in December threw out the map used in the 2022 elections. The panel's new map plan leaves the most of the current congressional districts largely in place, a move that could help head off legal challenges against the proposal. In the heart of Long Island, where Republicans have won every major election in the last three years, Tom Suozzi fought through ripping political headwinds to claim victory on Tuesday in a special House election, seizing a coveted swing district that had been held by George Santos. The outcome flipped one of the five House seats Democrats need to retake the majority in November, giving the party a badly needed shot of optimism. But Mr. Suozzi’s campaign also provided something that may prove more valuable, a playbook for candidates across the country competing on turf where President Biden and his party remain deeply unpopular. The strategy went something like this: Challenge Republicans on issues that they usually monopolize, like crime, taxes and, above all, immigration. “It’s a very interesting lesson to Democrats that you can escape your opponent’s attacks on immigration by not only leaning into the issue, but doubling down on it,” said Steve Israel, a former congressman from the district who once led the House Democrats’ campaign arm.

Turnout tends to be lower, and holding an election during a February snowstorm doesn't make voting any more attractive. The fact that the seat in New York’s 3rd Congressional District was scandal-tainted by Santos means the GOP had an extra burden to motivate their voters. Republicans, meanwhile, tend to show up more on Election Day, and Nassau County Republicans have an unusually good turnout machine. Not only did Suozzi win the election, but he was winning in the Nassau County part of the district by 6 percentage points with 93% of the vote in. That margin would mark a massive shift from 2022, when Santos won the county by 10 percentage points over Democratic foe Robert Zimmerman.
